Advice and ecological input to HRA screening and appropriate assessment, including evaluation of potential impacts on European designated sites (SPA, SAC and Ramsar), identification of likely effects and development of avoidance and mitigation measures.
We provide ecological input to support Habitats Regulations Assessment (HRA) Stage 1 screening through the preparation of shadow HRA reports for planning applications. These assessments are designed to assist the competent authority in determining whether a proposal has the potential to result in Likely Significant Effects (LSE) on European designated sites, including Special Areas of Conservation (SACs), Special Protection Areas (SPAs), and Ramsar sites, and therefore whether the project should proceed to Stage 2 Appropriate Assessment.
The shadow HRA identifies relevant designated sites within the zone of influence, considers the potential pathways by which effects could arise, and reviews whether likely significant effects may occur alone or in combination with other plans and projects. This may include consideration of impact pathways such as habitat loss, disturbance, recreational pressure, air quality, water quality, hydrological change, and effects on functionally linked land where relevant. Our reports provide a clear, proportionate, and defensible ecological evidence base to support planning submissions and help the competent authority make an informed screening decision, while also identifying where design changes, avoidance measures, or further assessment may be required.
